The Workforce Opportunity and Innovation Act (WIOA) requires the establishment in each Local Labor Development Area of a local board appointed by the Chief Executive Elect (Mayoress or Mayor). WIOA strengthens the organizational and functional structure of local boards with the aim of acquiring resources with expertise and experience that know and understand the local system of job development and the needs of the workforce and industry. The representation of different sectors (private, business, labor, community, educational and governmental) ensures a comprehensive and integrated perspective of the local labor development system necessary for the design of public policy that is responsible for the Local Board.
In accordance with the WIOA Interpretative Rule (20 CFR Final Rule) the local board's vision is to be a strategic leader and convener of stakeholders of the local workforce development system in the area. The Local Board develops policies that support the strategies of the local labor development system.
The purpose of the Local Board is aimed at increasing the system's strengths and supplementing local efforts, is to provide strategic attention in collaboration with partners and stakeholders in the continuous improvement of a local effective, comprehensive and high-quality workforce development system. To this end, it executes the primary responsibilities assigned to it by WIOA related to the design of public policy, strategic planning and surveillance of the system, which it expands with functions of: promotion of employer commitments; career pathways; feasibility of public and private links interested in the occupational development system; identification of service providers; selection of operators of single management centers; coordination with educational providers; promotion of proven and promising practices; use of technology to facilitate access to services and assessment of physical and programmatic accessibility to people with disabilities.
